I have a US HSBC savings account and have had no problem using their ATM's in China. They will charge you a 1% foriegn currency fee, but no transaction fee if using an HSBC atm. There is one in the baggage area at Pudong airport.

I actually think Citibank is a better option. No fees at all if using a Citibank atm and there are more Citibank atm's than HSBC, including one at Pudong airport right after customs.
