Why in the world is China an issue? At least where I have been there hasn't been any undue risk. It's just bad driving and most of that is at low enough a speed it would be unlikely to do more than break a few bones.
I think anyone who is a frequent traveler outside the USA could have some insurance issues.
China in particular is probably because of the higher risk of infectious disease and the lower standard of medical care.
