Does your daughter/family have an internet connection? If so you could call PC to PC via Skype.
idPhoneCard works very well. You dial a toll-free number, enter your PIN, then dial 011 66 2 (or 8n) nnn nnnn unles they have a provincial numbering plan. You can set up caller ID so if you call from one of three phones there is no need for a PIN. Call clarity is fine, call completion varies from 50 to 100% but I am not sure what the cause of that is. Sometimes call completion percentages for me mobile to mobile in Thailand are less than 50%! I've never had to use their customer service. Maybe you could just sign up for $10 and give it a try? Then if you like you can add value.
I set up a speed dial on my mobile so just press one button, enter their system then enter the number I am calling. I use this service infrequently, now only when I return to the U.S.A. (every ~ 60 days), but it still works fine for me. I still have an AT&T Calling Card but their rates are quite a bit more.
FWIW, If it might help, the called party does not pay for in-coming calls so you could get your daughter/family a mobile phone, and you could call that number and they would not incur any charges. You would have to watch the expiration date however. Some service provider promotions offer 365 days validity with a single 50 baht top-up.
