The documents, part of an OIA 20-year growth master plan updated in August 2004, are labeled "sensitive security information" that should not be released without a "need to know."
I doubt there was anything in them that a determined terrorist could not find elsewhere, or by simple observation. But then SSI covers much which is not really sensitive.
Similar broohaha in Vancouver, Canada recently - their "Master Plan" with similar details was actually on their website. Haven't looked to see if it's still there.
