I just tried doing OLCI for my brother who is flying HKG-LHR BA32 DEP @ 23:45 on Sat 24th March (i.e. later today). Got the same error message as the OP, called the UK web helpline and after a 25 minutes hold I got through to a rude agent with the poor service and competency level that one comes to expect from BA call centres.
Anyway, according to the agent I spoke to the problem was caused by the airport control (in HKG) withholding the flight from OLCI. I then proceeded to mention my previous 2 rtn flights from PEK to LHR also had the same problem but on those previous occasions I didn't have time to call up and ask why. I then enquired how often does it happen the agent's response was a very philosophical "well, you are very unlucky... 95% of flights are open to OLCI... there is nothing I can help you with on this occasion, goodbye.". That was it.
In case you are wondering, as a die hard CX fan I did give my brother a real b8llocking for choosing BA when there are so MANY other good airlines to choose from for LHR-HKG-LHR... and that includes the new low cost airline Oasis. The others being: CX (by far the best of the bunch), VS, QF and now NZ.
I lived in the UK for twenty years and just move back to HK. I miss all things British ^ but this deteriorating airline is definitely an exception. I am glad I am no longer bound to take BA

...Oh, and don't get me started on LHR itself!
