Yes, you get full EQM's (at least on AZ and DL, don't know about other Skyteam programs). We covered it a couple months ago in this thread:

I've flown a number of promo fares this year, they ended up being L and T fare classes.

AZ fare classes:

First & Business Class J, C, D, I
Full Fare Economy Class Y
Economy Class B, M, H, K, V, T, Q, X, W
Discount Economy Class A, N, L, O S?

To my knowledge, R is the only class which doesn't earn EQM's.
