Marlin - it did come in the mail with my Visa statement. It may be targeted because I had to use my WP number (as the serial number) along with the e-cert number when I booked online.

(Rocheflyer--did you actually get one of these in the mail? I definitely think they are targeted. I did not get one but tried to use and it did not allow me to. Hoping to get one soon.)
