I think you would get same answer from any Customer Serv. telephone agent - as the GA are the ones closest to the situation.
Actually, yes, the "legacies", including DL always compensate for mechanical issues. The only thing they don't compensate on are weather delays... just like all airlines. But Mechanical Problems (i.e. DL's fault) are compensated delays.
