Can it be packed for safe shipment as checked baggabe and insured>?

At least if you call the airline first and then the pilot refuses it aboard you have a case for not traveling and making a claim for a fare refund.

The amount of neon in a sign is very small, but some "neon" signs use mercury vapor instead of neon and there may be a tiny visible glob of mercury sealed inside.
