I'm looking through some manuals that guide us on this, and I can't find anything that specifically mentions neon. Under our "Dangerous Goods" section, gases are considered a Class 2 DG. Class 2 is further broken into Flammable, Non-Flammable, and Toxic Gases. I'm naive on where neon falls into that category. There are limits on types and quantities of Class 2 that may be carried aboard the aircraft, and further limits on where they may be carried.
I would suggest a call to NWA and ask them to somehow get you an answer on it. If reservations can't get you the answer, try NWA cargo.
A scenario that can develop is that you get to the gate, or on the aircraft, and someone questions what you have. They will go to the Captain, who will reference the book I just referred to. It's the Captain's call at that point, and if the answer isn't clear, or he's uncomfortable (i.e. "gray area"), he can refuse the item and have it left at the gate.

(Side note for bystanders of this post: Dry ice is probably the most common DG item we deal with, and is restricted in quantity and location on the aircraft due to the gas emitted. Sometimes a factor with flights out of ANC, with everyone trying to bring their salmon home.)
