You reserved a corporate rate, which you weren't entitled to. The car rental agency was entitled to charge a "walk up rate" which is the equivalent to rack rate. GF agreed to the upgrade to a SUV.

Agent lied about the coverage. I think she's entitled to the difference between the rate she paid ($33 and the rate for the liability $13).

The original quoted rate is irrelevant, she was never entitled to that rate.
