It's not really a reissue, but the issue of a whole new ticket. So the old ticket is canceled and a new one issued, and yes, that means re-pricing if you're unlucky to straddle a price hike. There is no $125 reissue fee.
Note that xONEx tickets are generally refundable, so as long as the fare has not changed (nor the route) you can just exchange the old ticket for the new. There are some exceptions: the AA RTW desk gave me quite a fright when they told me a 10% penalty applies for canceling (and rebooking) my AONE4. As it happens, that only applies to xONEx issued in North America, and since mine was ex-NRT, the ticket was simply exchanged.
