AA is another story. There is no exemption, or common sense, there when it comes to bags. They are rather militant about weighing them and collecting the fee, even from EXPs.
Where the passenger is responsible for taking the bag to the TSA for screening, there's often an opportunity to dump more weight into the bag. One agent even suggested that .... with a reminder to simply do it out of their sight.
