If the parent won't address the problem, it's certainly appropriate to intimidate him or her. Kids only do that when they know they can get away with it - they're not dumb.

Heck, I remember overhearing parents tell their children not to worry about upsetting the "mean old man" in front of them.

In that situation, I'd turn around to the parent and say, "You haven't begun to see mean yet. That kid kicks my seat again, I'm going to pour this glass of ice water all over you."
