Because they're little kids.
It has to do with the length of a seat compared with the length of a kid's thigh. Usually the seat is longer than the thigh, meaning that the knee can't bend properly. Instead the seat forces the leg to stick straight out and then anytime the kid moves, their foot hits the seat infront of you.
And they need to know that kicking the seat in front of them is unacceptable.
