A fee would certainly not be OK. AA's clubs offer showers for free, and so should UA. I don't need a shower in every club, but there should be showers at LAX, IAD, ORD, and other major international gateways.

I paid for an RCC membership this year. Didn't look into it that much (that's my fault, I admit). Sort of assumed that like AA, at least some UA clubs would have showers. I won't renew next year unless showers are in place or on the way.
