This may not be true for some other stations, so I don't know for sure about STR, but would assume they have some red BP on stock. However, if not they may reprint in FRA at the gate or in the FCL or FCT.
Last month I was flying BTS-MUC-FRA-JNB, got 2 standard yellow ones for C, and a red one for FRA-JNB leg, together with HON luggage tags, at BTS to my surprise. Even such a small station, and they have them in stock.
