Lower deck sounds like a more considerate place to be - I did like the quiet on the UD on the occasions I managed to get a seat there. Fortunately the infant is still in a cute stage, which should help with the CC

Just a point to note here is that - as I understand it - if you buy a seat for the infant, you no longer qualify for the bassinette seats in advance.
