I guess I can understand the public misperception but if I were Martin Broughton, it's unlikely you'd get a reply from me. It's simply is not his role to reply to these complaints. (I know he gets paid what the public would regard as a large sum, but his expected contribution of time will be lower than people probably think.) He should probably take note of the level of complaints and forward them to the appropriate office though.
If you want to raise a complaint, surely it's better to get hold of the right name to write to, and maybe copy in WW/MB.
