Correct me if I'm wrong, but it is my understanding that once a certificate is used, it cannot be reused again for any reason, schedule change, flight cancellation or otherwise. Reservation agents don't have the ability to regenerate a certificate. Now, if you write to customer service, you might be able to get something back as a goodwill gesture.
