This is so true. NW's Tokyo rez agents are often incompetent and rude. A stark contrast to the US agents, who are almost always friendly and professional. A good rule of thumb is to just call the US line, no matter where you are. For me it's worth the international phone charge to get good service.
Edited to add: And I am not just talking about problems with seat assignments. In general, no matter what your issue/problem, you can expect a much quicker resolution and more professional treatment from the US agents than from the Tokyo agents.
