They don't usually come out this early in the month. They are often seen mid-late month when some of the better, more popular, or favorite restaurants are out of coupons.
You can buy gift certificates when the discounts are valid, then redeem them at the beginning of the month when the "good" restaurants are available again. I just buy large "mega" certificates once in a while, bookmark the redemption URL, and use them a little at a time.
