What appears to have happened is KLM have changed the fare rules on most fares.
This leaves V, N and E as totally inflexible.
Anything higher than T is now semi-flexible, whereas they used to not be flexible.
Changes are 75€ which is considerably higher than most other airlines (generally 50€) though it puts KLM's fare rules in a more competitive position as for a long time they were one of the only airlines to have such a policy.
