While I agree with you on the insulting part, the $15 voucher is not new.

My friends were on a flight last year from YVR to HKG (which cost more than a YYZ-CDG fare in either Y or J and has a farther distance than YYZ-CDG) and got the same $15 voucher. That was also a forced overnight in YVR which meant that was the only meal they would subsidize till the flight next morning.

The $15 voucher is barely enough for a beer plus tip!!!!
