I have one box that functions as an NTP server for my network, its running OS X server which was patched.
From what I understand, NTP keeps itself on UTC, but the zone files are used
by other applications to present(display) the local time, run scheduled jobs (cron, at etc.. )
Even if your NTP server was not patched.. it would have still kept other systems
in sync.
