I'm a smoker, and first thing to say is that I regard it as totally unacceptable to smoke in a non-smoking room, and I never do.

Over the years, on quite a number of occasions, when a smoking room has not been available at checkin, I've been told "go head and smoke - we'll send someone up with an ashtray for you".

Although I do not/would not smoke in such a situation, someone from another country where smoking is reagrded a little differently might, and under such circumstances I'd find it hard to blame them for doing so.
