It is a "coalition" government that includes major elements of the KR, and is very authoritatian and corrupt. If "democratically elected" means that the UN and the USA declined to establish sanctions against the Khmer Rouge and allowed them to form a goverment, it's certainly "democratic." It looks like the "trials" to try the butchers are in jeopardy again. Perhaps they will hold them when everyone responsible for "Year Zero" is dead.
