As for the earlier comment about disconnecting the phone to prevent bad guys visiting what they suspect is an unoccupied room - I don't understand this. With the phone disconnected or switched off won't the line just ring when they call, thus making it more likely for them to visit? Certainly at home, if I switch the phone off callers just get the ring tone.
Poster is saying to take the handset off the rest of the phone and disconnect the wire from it, making someone calling your phone receive the busy signal. Not disconnecting the phone from the wall/wire.
