Please bring this matter to the attention of your credit card company. Even though many months have passed, they will accept and process your complaint.

I always complain to my credit card company when dealing with a business firm that behaves unethically.

The credit card company can, and will, force the business firm to provide an explanation as to why the service was not provided and why a credit was not issued.
