I think it's unethical to sell them period; They're free coupons... (I am assuming these are the NW zone discount coupons which are highly restricted). Anyone can get them for free and if I ever have a spare one, I'd give it away for free if someone needed it.
Often published airfares are cheaper than the fares offered on these coupons. With the coupons, availability is also limited and I could just see someone buying one thinking they're getting a good deal for holiday travel and getting shafted because they can't use it.
I would suspect it's likely those who do not travel much who are buying them as they don't know any better. If they were to go through the valu-paks they get in the mail, they'd likely find their own free cert.
I get these coupons all the time in the blue 'valu-pak' coupon things that arrive in the mail from time to time.
