Congress tends to enter these things with the "best intentions" and then ends up muffing it something fierce. So we may end up with worse.

Hopefully, between B6 doing something and Congress threatening to do something, the rest of the industry will hopefully decide to do something of their own accord and preclude a Congressional act.
