I am really surprised. About 2 years ago, I had done an RCI exchange and my property area had hurricanes. Even though the extent of damage wasn't known, and my trip was 4 weeks off. When I called to ask to cancel and use my points elsewhere, after explaining the situation, HGV agreed and let me book elsewhere.

Word of warning...do not trade your points for RCI. Last year traded points for RCI property. Four months before trip, property damaged by storm and was not open at trip time. Was told by RCI we had no recourse and lost that year's points because they had been "used" to book a reservation even though the place was unavailable. You have no rights if you "trade" your HGVC points for RCI. Also they (RCI) would not repay any of the fees paid to transfer points.
