Yes, 40K miles if you have the Visa, but there doesn't (currently) seem to be a way other than $299 if you don't have the United/Chase Visa.

BTW, I threw down the 3 bills and, per the earlier poster, it did take 48 hrs for me to be able to access E+ seats on my 4 upcoming legs. Luckily, there were E+ seats on all legs (although only single window on one of them).
