Unfortunately this may not be practical if she is not resident in Europe. Despite being a US bank and her being a US citizen, local laws will apply and it might be a real hassle to get the account opened.

If she wishes to go this route, it may be worth considering an "offshore" account such as HSBC in Jersey or some such. They may let her make deposits in their branches in Europe. (Doubt its that simple, unless you're depositing in the UK.)
