Given the recent spate of incidents I can't help but comment: If this fellow had a darker complexion, and a beard, and was observed to engage in 'prayer-like' activities, he would have already seen the inside of an interrogation room.

And heaven (no pun..) forbid he would be a plane spotter, armed (no pun) with a camera.

But somone lingering around and collecting personal information from baggage tags? Go ahead.

Seriously, this person could be a westjet spy, or a marketer trying to collect unauthorized info. Perhaps someone should inquire with the AC desk there? As was pointed out, anyone could run into YVR and grab a few bags (or place a few undesired bags) and then walk out.
