Unless the consolidator or tour fare is originally intended (when purchased) for WBC or FC you almost never are offered or qualify to upgrade -- Has this changed for 2003?

I recently flew MSP-SJU-MSP with my family in T class, and although WP indicated that the fare would not be automatically upgraded, he said that the fare rules allowed courtesy upgrades. He offered to put an upgrade request in our PNR and NW upgraded two of us on the way out, and all four of us on the way back. I'm only a Silver, so I thought that was pretty nice. I don't know what the rules say, but they certainly took care of us.
