SL, I think you might have it right. I know some of the French accents from Atlantic Canada and I never could figure out if that's where the guy was coming from.....not sure that it sounds like what I understand to be a "typical" Acadian accent for example...but then again, what do I know ?
Indeed, there's nothing inherently wrong with what the guy is saying anyway and it is representative of a different Canadian way of speaking.
As for your example of "enseigneur", one of my mother's friends and ex-colleagues (they are both retired elementary school teachers

) is a francophone from NB and I have heard her use this term !
SOT: in the same vein, last night I was talking with a young woman from France who is here in YQB for a year away from home, looking into what life in Canada/Québec is like...she's doing some training at Adecco to work as a cashier at various Desjardins "caisses populaires"....she told me that when she heard the noun "étampe/estampe" and the verb "étamper/estamper" during her training she had no clue what the instructor was talking until she put 2 and 2 together and understood that they were referring to the bank teller's stamp or "tampon" as they would call it in France !!!!
