Three times this winter while waiting to pick up my luggage at the domestic terminal, I have seen the same guy standing there, studying the luggage, right at the bottom of the belt. He appears to have no badge or accreditation, but carries a Dell Axim and is very interested in the bags as they come off. He is more interested in some than others, and will occassionally flip a bag over to check its tag. He makes notations into his Axim. He is about 5'7, Oriental, wears glasses and I would guess in his 30's. He does not appear to speak with anyone else and I do not believe him to be a passenger. Has anyone else seen him, and does anyone know what he is doing?
