I think that is badly worded. Since NZ has to include Australia on the product (only allowable OW flights are through HKG & Australia, JL codeshare on NZ is not allowed), it must be that multiple countries in each region can be visited.
I think the wording meant to be each country visited can only be entered and left once, OR possibly each region can only be entered and left once (so no going back and forth between HGK & NRT for example).
If either is correct, then something like syd-akl-hkg-sin-kix-nrt-syd would be allowed.
