The rules are also carefully chosen to eliminate high-yield routes (e.g. HKG-NRT-HKG is prohibited by putting HKG in separate region from China and Japan). The fares are not identical according to
JAL. Unlike some other products Australia is cheaper than NZ. I haven't cross-checked any of the others for best origin.
The limit of one international arrival and departure reduces it's usefulness but can still include a bit of travel around asia and Australia.
NZ harder to include thanks to 17,000 mileage limit.
