The FAA requires that the F/A's make announcements regarding the seat belt signs, go through the cabin and prepare it for landing and, should a passenger get up from their seat after this time, inform them that the seat belt sign is illuminated and it's not safe to be up. Beyond that, the F/A's are not held responsible if a passenger insists on being out of their seat. We can not physically force a passenger to remain seated if they have to use the facilities.
