Not sure where you mean by Papua condo as the only Papua I've ever been to is in New Guinea
As for the shrimp trucks, I don't suggest those. We haven't had local shrimp here for several years, since there was an infection likely caused by birds pooping in the shrimp ponds. So these are commercial frozen shrimp (shrimps as we say here) that are not even well prepared, and are again way over-priced. BTW, Shrimps on north shore Oahu are another matter, and that I can definitely recommend.
I'm happy just to see people having a good time visiting here on Kauai and enjoying what is truly great here, which in my opinion includes the beauty of the island in all its forms, the amazing ocean water, the weather and the aloha that still prevails.
On food, it is just too personal. Going back to what I said before, IMHO the top and unique choices here include the seasonal fruits (Hayden mangoes in summer, rambutans, lychees, star fruits, local avocados in winter, etc. etc.), and the local fish. And the place to get these is the sunshine markets (
http://www.kauai.gov/Default.aspx?tabid=214), Fish Express, and to a far far lesser degree, at the supermarkets. We save our nice going out to eat (unless we have no choice) for Oahu, Maui or the Big Island here in Hawaii.
