I am an airline pilot. I do the takeoff performance calculations before every flight. Noise abatement profiles are not a factor in the max takeoff weight calculations.
So? How does that change the fact that the FAA requires you to have enough fuel on board to be able to land the plane?
There is no such generic requirement. There are specific requirements for the calculation of required fuel, none of which are effected by the surface winds at the destination.
