Nope. From NW's Contract of Carriage:

<font face="Verdana, Arial, Helvetica, sans-serif" size="2">b) A MCO/TRAVEL CREDIT VOUCHER AFTER SUBTRACTING A USD25.00 ADMINISTRATIVE SERVICE FEE.</font>
He wouldn't have to pay $50. He would get an MCO/(or a TCV?) for $100-$50=$50.
