Outsourcing itself is not the casue of saftey issues. It's who you choose and how you manage the outsourcer. Southwest for example outsouces a majority of its maintenance ( and has for years), and has one of the best saftey and reliablity records in the business.

The onboard issues with UA is an spending/investment decsion. They have not allocated budget for things that don't impact saftey, but make for falling apart cabins.
