I upgraded to the Premier card last year from the base MR Visa. The T&C state the hotel cert will be issued "on each anniversary date". My anniversary date was 2/1. The $65 charge was posted on that date, but so far no hotel certs and no 15 night credit to-date. Fortuately for me, I don't need the cert right now. I'm sure it will get here eventually, but they aren't sent out real fast.
