Mentioning "Customer Service" and "US Airways" in the same sentence these days inevitably leads to vitriolic responses from more than a few. For good cause, I would guess. As the airline does heavy cost-cutting (including pay and benefits), you may meet some employees who've gotten the feeling of "if the company can do this to me, I'm not caring anymore, I'm just staying and doing the least I can until I retire".

During irregular operations (such as this past weekend's bad weather in the North East), you best bet for good customer service is going to come from
(1) your Preferred line. I hope you've flown enough on any one airline to make status...on US, even Silvers can get to a human voice on the phone within a reasonable time; as a CP, my call is usually answered by the third ring.
(2) The US Club ladies. If you fly US enough, consider a membership (some go the UA RCC route because it's a better value). Believe me, the lines are much shorter, if any at all, at the Club, where experienced agents willingly tend to all your flying needs.

If the Preferred line and Club ladies cannot help you on US, then karma is telling you that it was not meant to be
