this is not true.
wells fargo's regular master and visa cards have a 3% forex surcharge. however their signature visa cards add 0%. i have it, use it overseas frequently (the signature visa) and can attest that there is no forex surcharge whatsoever. plus the exchange rate is usually slightly better than that what is listed on oanda.
