Generally you can request one a check-in or at the QP, however it will be up to the CSA whether they can allocate one (depending on loads). My understanding as a Plat, you will have higher "priority" to receive your stated request but it is not a given.

Good CSA's (like the one at BNE QP on Saturday) offer to block a seat for you
