Delayed luggage on United: no answer for a no member?

On Dec 18th I took a flight frome YUL to LIH trough LAX. The ticket had been bought from United, YUL-LAX was on AC metal and LAX-LIH on UA metal. The girl at the desk offered nothing at all. My luggage arrived in Lihue 22 hours after me, so in between I bought "first necessity" things, since I have the Visa Avion RBC insurance. But in order to pay back, RBC requires a proof of what United paid for OR a proof that they refused to do so. Problem is that United never answered my letter sent Jan 4th, which was hand written and not registered. [It had even been hard in Lihue to get from them a proof of the time they brought back the luggage; furthermore they put the wrong time on this so called proof, but this is not the point.]

I am not a United Mileage Plus member. Nevertheless, I am a customer.

My question : is it usual for UA to ignore a claim for delayed luggage, and how can I get my money back from RBC (Avion card) then? Thanks.
